Merge, split, redact, Bates-stamp, compress, and convert — entirely inside your browser. Paperclip PDF is a static page with no server behind it, so privileged, HIPAA-covered, and confidential files are processed on your machine and nowhere else.
Verify it yourself: open DevTools → Network, or switch off Wi-Fi. Every tool keeps working, and the request counter above stays at zero. (And yes — hover the black bar. A cover-up isn't a redaction; our Redact tool removes content for real.)
Paperclip PDF is built on open-source software. The libraries below are loaded at runtime from the cdnjs content delivery network and run entirely inside your browser — they are the engines behind every tool on this site. We're grateful to their authors and maintainers.
No other third-party code is distributed with or loaded by this site. Typefaces are rendered with fonts already installed on your operating system; no font files are served.

Your documents never leave your device. Paperclip PDF has no server-side document processing, no accounts, no analytics, and no cookies. We cannot see, store, or share your files — the architecture makes it impossible, not merely against policy. If you buy a license, payment is handled by Stripe and the only thing our systems ever store is your license key — never your documents.
1. Documents and files
Files you open are read with your browser's local file APIs and processed in your browser's memory, on your device.
Nothing you open, type, draw, or sign is transmitted to us or to anyone else.
Results are saved by your browser directly to your device. When you close the tab, the memory used by this page is released.
You can verify this at any time: open your browser's developer tools (Network tab) or disconnect from the internet — every tool keeps working. The "requests since ready" counter in the header stays at zero; optional license checks are counted and labelled separately, and never contain document data.
2. Information we collect
For using the tools: none. This site has no user accounts, no analytics or telemetry, no advertising or tracking pixels, and no cookies.
The site keeps two small values in your browser's local storage, on your device: a counter of how many free operations you have used today, and — if you buy a license — your license key so you stay activated. Neither value is transmitted to us except the key itself during activation, described below. Clearing your browser data removes both. No document content is ever stored.
3. Network requests this page makes
To function, your browser makes a small number of requests when the page first loads:
The page itself is fetched from our hosting provider, which may keep standard access logs (IP address, user agent, time of request) for security and operations, under its own privacy policy.
Three open-source libraries (pdf-lib, PDF.js, JSZip) are fetched from cdnjs.cloudflare.com, a content delivery network operated by Cloudflare, Inc. Like any web request, these requests expose standard technical data (such as your IP address and user agent) to Cloudflare; see the Cloudflare Privacy Policy.
If you buy or activate a license, two further kinds of request occur, only at your initiative:
Checkout happens on Stripe's payment pages, governed by the Stripe Privacy Policy. Stripe processes your payment details; we never see your card number.
Activating, periodically re-checking, or managing billing for a license (opening the portal or cancelling) sends only the license key (or, right after purchase, a Stripe checkout reference) to our license endpoint, a Cloudflare Worker. These requests never contain document data, and the header counter labels them separately.
Apart from the above, the page makes no further network requests. Your documents are never part of any request.
4. Purchases and licenses
Payments are processed by Stripe, Inc.; the personal information you provide at checkout (such as name, email, and payment details) is handled by Stripe under its own policy. To make license keys work, we store the key and its associated Stripe references (the checkout session and, where applicable, the customer and subscription identifiers — opaque IDs that point to records held by Stripe and contain no personal details themselves) in Cloudflare Workers KV. We use this only to validate keys, confirm subscription status, and honour refunds, cancellations, or revocations, and we retain it for as long as the license may need to be validated. If your purchase is refunded, you may ask us to delete the record entirely, which permanently voids the key.
5. Children's privacy
This site is not directed to children under 13 (or the applicable minimum age in your jurisdiction), and because we collect no data, we knowingly hold no information about any user of any age.
6. Your rights
If you have never bought a license, we hold no personal data about you — there is nothing for us to access, correct, export, or delete. If you have, the only record we hold is your license key and checkout reference, which you may ask us to delete (voiding the key). Data handled by Stripe, our hosting provider, or the CDN is governed by their respective policies.
7. Changes to this policy
If this site ever changes in a way that affects privacy (for example, adding optional accounts or payments), we will update this policy and the "last updated" date above before the change takes effect.

By using Paperclip PDF (the "Service"), you agree to these Terms of Use. If you do not agree, do not use the Service.
2. The Service
The Service is a set of document tools that run entirely in your web browser. Your files are processed on your device and are never transmitted to us. Because of this design, we have no ability to access, recover, or back up your documents — keep your own copies.
3. Your content and your responsibility
You retain all rights to the documents you process. We claim no ownership and never receive a copy.
You are responsible for ensuring you have the right to open and modify the documents you process.
Verify your outputs. You are solely responsible for reviewing every exported file before relying on it or sharing it — in particular redacted documents, which you should inspect carefully (including by searching the exported file for the removed content) before distribution. The Service is a tool, not a substitute for professional review.
4. Acceptable use
You agree to use the Service only for lawful purposes and in compliance with applicable law, and not to interfere with or disrupt the Service or misrepresent your affiliation with it.
5. No professional advice
The Service does not provide legal, medical, accounting, or compliance advice, and your use of it does not create an attorney–client or any other professional relationship. If your work is subject to legal or regulatory requirements (for example, rules of professional conduct, client-confidentiality obligations, or health-information regulations), you remain solely responsible for your own compliance. The Service's local-only architecture may support your compliance program, but using the Service does not by itself make you compliant with any law or regulation.
6. Free tier, licenses, and payment
The free tier includes a limited number of operations per day per browser; the current limit is shown in the app. We may change the free tier's limits prospectively.
A paid license removes the daily limit and is billed as a recurring monthly subscription through Stripe, our payment processor, until you cancel. Prices are shown at checkout and payment is subject to Stripe's terms.
You can cancel at any time using the subscription management link in the app or in your Stripe receipts; access continues to the end of the period already paid, and no further charges are made. Refunds beyond that: [refund policy — e.g. "14 days, no questions asked"].
Licenses are personal to the purchaser, for use on devices they personally use, and may not be shared, resold, or published. License keys are delivered on-screen after checkout; keep your key safe — it is your credential, as the Service has no accounts.
The app periodically confirms your subscription status with our license server — roughly twice a week when online, and at least once every 30 days to remain active. Day to day it works fully offline; the check sends only your license key, never documents.
If payment fails, Stripe retries automatically and your access continues during retries. We may revoke keys obtained fraudulently, subject to a chargeback, or shared in violation of these Terms. Losing license validity never affects your files — they are on your device, and the free tier remains available.
7. Intellectual property
The design, text, and code of this site are owned by the operator of Paperclip PDF or used under license. The open-source libraries used by the Service are licensed under their respective terms — see Open Source Licenses. These Terms do not grant you any rights to our trademarks or branding.
8. Disclaimer of warranties
THE SERVICE IS PROVIDED "AS IS" AND "AS AVAILABLE," WITHOUT WARRANTIES OF ANY KIND, EXPRESS OR IMPLIED, INCLUDING WITHOUT LIMITATION WARRANTIES OF MERCHANTABILITY, FITNESS FOR A PARTICULAR PURPOSE, NON-INFRINGEMENT, ACCURACY, OR UNINTERRUPTED OPERATION. WE DO NOT WARRANT THAT OUTPUTS WILL BE ERROR-FREE OR SUITABLE FOR ANY PARTICULAR USE.
9. Limitation of liability
TO THE MAXIMUM EXTENT PERMITTED BY LAW, THE OPERATOR OF PAPERCLIP PDF WILL NOT BE LIABLE FOR ANY INDIRECT, INCIDENTAL, SPECIAL, CONSEQUENTIAL, OR PUNITIVE DAMAGES, OR FOR ANY LOSS OF DATA, PROFITS, OR BUSINESS, ARISING OUT OF OR RELATING TO YOUR USE OF THE SERVICE. OUR TOTAL AGGREGATE LIABILITY FOR ALL CLAIMS RELATING TO THE SERVICE WILL NOT EXCEED THE AMOUNT YOU PAID US FOR THE SERVICE IN THE TWELVE MONTHS BEFORE THE CLAIM AROSE, OR TEN U.S. DOLLARS, WHICHEVER IS GREATER.

You agree to indemnify and hold harmless the operator of Paperclip PDF from claims arising out of your use of the Service in violation of these Terms or of applicable law.
11. Changes
We may update the Service or these Terms at any time. Material changes will be reflected in the "last updated" date above. Continued use after changes take effect constitutes acceptance of the updated Terms.
12. General
If any provision of these Terms is found unenforceable, the remainder stays in effect. These Terms are the entire agreement between you and us regarding the Service and are governed by the laws of [Jurisdiction], without regard to conflict-of-laws rules.
